He could then be extradited, and transferred in chains and under strict guard, to Texas. In your example, he might get a 99-year sentence in Iow, for the second murder. There he was arrested, and tired for the Iowas murder. Let us say he killed a man in Texas, then went to Iowa and killed another man.
